Consultant

Job Description: This project will provide support to a Federal agency as it plans for a large GIS implementation. BES’s role is to work with the client’s key stakeholders to identify information sharing requirements, develop applicable governance documents and standard operating procedures, and provide the necessary training and exercises that ensure the client’s staff properly integrate the technology solution and are prepared for natural disasters or man-made incidents. This is a multi-year project that will require travel.​

Responsibilities​

  • Identify client’s information sharing requirements/needs.

  • Facilitate client stakeholder meetings (groups ranging from 2 to 40 people).

  • Read, review, and write/rewrite documents including policies, plans, and standard operating procedures (SOPs).

  • Deliver reports and presentations in a thorough and professional manner.

  • Develop and deliver training and exercises to support SOP/technology implementation.

  • Manage the project scope and resources to ensure all client expectations are met.

 

Qualifications

  • 6+ years of experience in public safety, consulting, or a combination thereof

  • Bachelor’s Degree in Business, Emergency Management, Homeland Security, or a related field required (Master’s degree preferred)

  • PMP certification is a plus

  • Advanced writing, communication, and presentation skills

  • Strong analytical skills

  • Excellent research skills

  • Strong facilitation skills

  • Ability to work both independently as well as in teams and inspire other staff and client team members to think both differently and creatively

GIS (Web) Application Developer

Location: Remote

We’re looking for GIS Professionals who can fit well in our environment and are willing to push themselves to learn new skills, techniques, and tradecraft.

 

We have an immediate opening for a GIS Developer to build custom GIS applications using the ArcGIS JavaScript API, Python, and other libraries and languages such as React and Typescript.

 

Essential Functions

  • Work in an agile team environment to constantly iterate through the required tasks and requirements

  • Follow development best practices and standards including use of repositories, creation and maintenance of procedural documentation and deployment activities

  • Develop and maintain custom applications, tools, and services in an Esri environment using SQL Server, Python, HTML/CSS, JavaScript, REST, JSON, SQL, and relevant Esri technologies (ArcGIS Enterprise, SDE, Esri APIs)

  • Develop GIS applications – primarily for the web, but also for data ETL processes and system admin tools

  • Develop and maintain enterprise web services that support multiple solutions

  • Design and create custom queries and scripts

  • Proactively identify application inefficiencies and propose solutions

  • Identify, create, and maintain development frameworks and code libraries

  • Work closely with the team members to develop quality assurance documentation and user acceptance testing plans

  • Optimize applications for maximum speed, scalability and rich user experience

  • Support client’s existing GIS applications and recommend enhancements and improvements.

Competencies, Knowledge, Skills and Abilities Required Skills:

  • Understanding of working with sensitive/secure data

  • Knowledge of ArcGIS Server product suite (10.0 and up) and strong knowledge of ArcGIS Server client APIs is preferred.

  • Knowledge of source control systems (i.e. git), and build automation systems

  • Knowledge of UI libraries such as React and TypeScript

  • web application development experience using JavaScript and libraries like jQuery, the ArcGIS JavaScript API and MV* frameworks.

  • Strong programming, using JavaScript and Python, C#, or VB.NET

  •  Experience consuming and creating APIs with

  • Ability to work independently with strong attention to detail and data quality checks

  • Strong data skills and experience with querying relational databases such as SQL Server or Oracle. •

  • Working knowledge of IIS web server administration: application pool tuning, SSL encryption, ASP.NET configuration

Preferred Skills:

Experience

Legislative Liaison and Research Analyst     *New Position

GIS Developer                   

Location: Remote

Job Description: Bent Ear Solutions is in search of a GIS Developer to design useful GIS data models and workflows that may be leveraged to build client solutions.  The GIS Developer will perform application life-cycle development and deployment, including requirements gathering, design, coding, testing and documentation, for COTS and custom GIS apps, and will implement GIS solutions using scripting languages such as JavaScript and Python.  The Developer will also deliver and facilitate presentations to both technical and non-technical personnel using a variety of tools. 

This is a remote position.

Knowledge and Skills:

General:

  • Skills and experience with GIS application development.

  • Ability to innovate and research. An analytical mindset, good problem-solving skills, and attention to detail.

  • Excellent verbal and written communication skills.

Platforms/Database:

  • Proficiency with Esri’s ArcGIS platform, including ArcGIS Pro, ArcGIS Online/Portal, ArcGIS Enterprise, GeoEvent Server.

  • Experience with relational database design/SQL queries in SQL Server/Oracle.

Application Development:

  • Experience with building COTS web applications such as Dashboards and Experience Builder apps, and with Survey123.

  • Proficiency with JavaScript, and its corresponding Esri framework, the ArcGIS API for JavaScript.

  • Experience creating ETL (Extract, Transform, Load) and web GIS administration automations using ArcGIS API for Python.

Entry Level Data Analyst    *New Position

Location: Remote for first 6 months; then locate to DC area

Job Description: Bent Ear Solutions is in search of an entry level data analyst to provide direct support to a federal client that is responsible for monitoring for, collecting, analyzing, and reporting on incidents that could, or are currently, having an impact on that clients’ operations.

The Data Analyst it is expected to have a basic understanding of navigating through and researching specific key areas on the open-source internet. It is vital that all analyst levels be able to process this data and clearly communicate any discovered information to their colleagues with confidence, clarity, and speed. All analysts are expected to work independently, but at the same time be able to quickly and effectively coordinate with team members and stakeholders to produce the best results. The level of teamwork needed for this position requires flexibility and the ability to adapt to frequent changes in process, priority, and availability.

Knowledge and Skills:

  • Must possess basic computer skills, to include use of MS Office products and telework technology.

  • Understands how to review, revise, and report data and information, including items that may be sensitive in nature

  • Able to perform objective research and apply basic analytical techniques

  • Capable of both strong teamwork and working effectively in an independent environment

  • Possesses strong writing and grammar skills that support clear and concise communication

Role Description: 

Bent Ear Solutions is in search of Legislative Liaison and Research Analyst to provide direct support to a federal client that is responsible for safeguarding the physical and personal security of the judicial system and ensuring continuity of critical operations.

 

The Legislative Liaison and Research Analyst is expected to have an in-depth understanding of state and local legislatives processes and be positioned and skilled to help advance state and local legislation pertaining to safety and security of the members of the Judicial system. This is a senior-level role with specific duties including but not limited to:

 

  1. Researching and cataloguing proposed and actual legislation/statute by state, county/parish, and municipality

  2. Researching and cataloguing state and local agencies making protected information available to the public.

  3. Conducting outreach efforts to research and identify potential state offices for judges use.

  4. Reviewing, when requested, draft documents for judges related to state/local judiciary privacy and public records redaction policy engagement.

  5. Providing guidance to state/county/municipal rule-making committees on drafting and implementing safeguards related to state/local judiciary privacy and public records redaction policy engagement.

  6. Researching and developing informational products regarding current initiatives and potential resources of related efforts within relevant organizations (e.g., state-federal committee/council, American Bar Association, National Governor’s Association, National Center for States Courts).

 

It is vital that the Legislative Liaison and Research Analyst have the skills and knowledge to lead this program area and work effectively with colleagues, leadership, and the client. The Legislative Liaison and Research Analyst is expected to work independently but be able to quickly and effectively coordinate with team members and stakeholders to produce the best results. The level of teamwork needed for this position requires flexibility and the ability to adapt to frequent changes in process, priority, and availability.

  • Ability to complete required training program within 90 days of hire.
